France: hotels 26% dearer than in 2019

In INSEE’s consumer price index, the ‘hotels and similar accommodation’ item rises from 79.09 in 2019 to 100 in 2025 (base 2025 = 100). That is a 26.4% rise in six years, while the all-items index, which measures overall inflation, grew by only 16.0%. The gap stands at 10.4 points.

Once inflation is stripped out, the real increase is still around 9%. Accommodation services, which also take in campsites, holiday villages and youth hostels, are up 21.4%.

2022 and 2023, the two years of the big leap

The rise did not happen all at once. In 2020 the hotel index fell by 3.2%, then recovered by 2.6% in 2021. The big jump came in 2022: +12.0%, more than double that year’s inflation (+5.2%). In 2023 hotels added a further 7.0%, against 4.9% for prices overall.

The pace then slowed without stopping: +2.0% in 2024, then +4.1% in 2025, as overall inflation fell back to 0.9%. The peak was reached in 2025, and the first nine months of 2026 are already above it.

Paris Olympics, no national spike in 2024

The Olympic year brought no spike: +2.0% over 2024, the smallest rise since 2021. Compared with the same month of 2023, hotel prices were +1.2% in June 2024, -0.7% in July, +6.5% in August and -0.4% in September.

A few weeks of Games in Paris carry little weight in an index covering the whole of France and the whole year. For occupancy, read our analysis of the summer 2026 season in French hotels.

Portugal and Spain far ahead of France

To compare countries, there is a single source: Eurostat’s harmonised index of consumer prices (HICP). Portugal comes top with +47.8% between 2019 and 2025, ahead of Spain (+45.6%) and Italy (+39.7%). The European Union stands at +37.3%.

Next come the Netherlands (+34.3%) and Greece (+26.9%). France (+26.4%) and Germany (+25.9%) bring up the rear. In Germany, hotels outpace inflation by just 0.8 points; in Portugal, by 27.4 points. On visitor numbers, see our ranking of foreign tourists’ hotel nights in Europe.

2026: already 5% higher over nine months

From January to September, compared with the same months of 2025, hotel prices are up 5.0% in France, while prices overall rose by only 1.9%. Accommodation services are up 3.8%.

In Europe, the steepest rises are in the Netherlands (+10.2%) and Spain (+9.6%). Portugal is taking a breather (-1.8%) after the strongest rise since 2019. Germany is at +2.4%, the European Union at +4.6%.

Our method: two sources, three caveats

For France, the annual averages of INSEE’s CPI (hotels, accommodation services, all items); for Europe, those of Eurostat’s HICP (item CP11201). Both sources give +26.4% for French hotels.

  • An index is not an average price. It tracks the price of the same hotel service from one year to the next, not the average price paid per room: if travellers trade up, the index does not see it.
  • Do not mix the two inflation measures. For France, INSEE’s CPI gives +16.0% inflation from 2019 to 2025 and Eurostat’s HICP +18.6%: coverage and weightings differ. French hotels are compared with the CPI, and European countries with one another on the HICP alone.
  • A new classification in 2026. Since January 2026, the indices have followed the COICOP 2018 classification (ECOICOP version 2 at Eurostat), with base 2025 = 100. The old, archived series gave the same 26.4% rise for France.

Figures in current euros. The hotel index peaks in June and July: 2026, known for nine months, is therefore compared with the same nine months of 2025.

Booking in 2026: what these figures change

Compare a rate with the same month of the previous year: set against an annual average, a July price will always look expensive.

In Europe, the gaps between countries are widening in 2026: Spain and the Netherlands are rising almost twice as fast as France, while Portugal is slipping slightly. A national index says nothing about a specific hotel: track the rate of the property you have in mind. On the hotel groups, read our analysis of the half-year at Marriott, IHG and Accor.
